Anything for windows requires you to contact windows otherwise you run the risk of making huge mistakes and then the manufacturers won't stand behind the warranty.
In Windows XP, go to 'My Computer' and find the disk that you're trying to format, for example C:\ is your hard drive. Right click on that disk and hit format on the pull down menu. Follow the prompts from there.
