There are special software available that can do this. Both windows and linux operating system come with a utility named fdisk that does exactly what you need. If your operating system is already installed, you can use a graphical utility like partition magic.

In order to add a partition of a hard drive, that hard drive needs to have available un-partitioned space. To check using Windows Vista or 7, you can goto Control Panel > All Control Panel Items > Administrative Tools and click on Computer Management. Then goto Storage > Disk Management.
