First, recognize that speaking problems usually stem from a lack of confidence. In this we see the solution: you need to build up your confidence. Enroll into confidence training courses, or simply talk to mentors around you — your teachers, seniors, or parents.

Practice in non-threatening situations. You can strike up conversations with clerks in stores as long as there isn't a line of customers waiting. You can also ask a trusted colleague (or a teacher if you are in school) for help and feedback. If it's just stagefright you just have to practice. For a serious speech problem see a speech therapist.

It's important that you get help from a licensed speech therapist to help you overcome the speaking problem. Aside from this, you should spend some time practicing your pronunciation and poise both by yourself and in front of others. Consider taking a non-credit public speaking course at a community college.
