Check your local building/zoning codes for set-backs & building-permits/requirements.
Take measurements & draft a scale-plan.
Either excavate & pour concrete footers, or use pre-cast "floating" concrete-deck-pads.
Set your corner & vertical-support posts.
Attach your horizontal-structural supports & floor joists.
Attach your decking planks.
If using wood,
Treat your finished deck with a wood-preservative, and then coat it with a outdoor-wood-sealant.
