If you're asking how you draw a cartoon then it's simple. Cartoons are drawn on what are called 'Animation Cells'. The cells are made multiple times with ever changing action and are clear so they can be laid out on an ever no changing background.

When making a cartoon your imagination is your main drawing tool. You need to vision why type of character you wish to draw and then start making a light sketch with a pencil, that way it is easy to erase and correct, then trace your final design.
