These days, it is done with computers but before, there were two departments; there was the art department that drew them and the ink and paint department that colored them.

Well, it depends on how old the cartoon is. When movies and shows first came out, there was no color. The cartoons they made were all drawn by someone, and when they found a way to transmit color to the tv screen, colored. Now it's all done by computer.
