You can make a working windmill by making propeller blades yourself out of any available material and attaching them to a DC motor. Working a motor in reverse makes it a generator.

Make a sturdy pinwheel, attach it to a wheel and axle. You can attach a grinder or a generator the bottom. One make a old fashioned mill, while the other turns wind power into electricity. After you get the parts working, you can set up the exterior any way you want.

This is something better described with pictures and not just a short answer. Do a search for it on any search engine and you'll find what your looking for.

If you can get a pinwheel you can take the wings on the pinwheel to represent a windmill so that it will spin. Alternatively you can take popsicle sticks and attach them at the centre. For the stand, use a cardboard paper towel roll.
