Sure it's possible. You can build anything to scale. Just like model trains! However making it run may prove a bit difficult. First you need to familiarize yourself with how a roller coaster functions. Then plan out what you need to construct a miniature version of one.

It is possible but because it's so hard that's why you can't really build it. You can try with popsicle sticks and all sorts of aluminum matter which will help you.
