How do you know if someone is burning in hell?

This is totally unknowable. First of all, not all people even believe that hell exists. Even assuming that it does, and that it matches your personal beliefs, people could have all sorts of hidden virtues or sins that you would know nothing about, and for which they were judged favorably or harshly. You just can't know.

You don't need to worry, as there is no Hell or Heaven. The only thing that happens after death is nothing. There is no afterlife.
