How do you know if an offering for a home-based business is legitimate?

Most everything I find wants money first.

If you are asked to buy something off them or make a money transfer via Western Union, you can be sure they are scammers and the job is not legit.`

The fact that they are asking for money up front without providing a product is a bad sign. You can research on the internet to see if anyone has had any experience with them or call the better business bureau to see if there is a record of complaints.
