If these are coming from a tree that's cut down, the living roots will continue to send up suckers- either dig out the stump and root system or soaking the stump with Weed-B-Gon mixed double strength helps. Green Light Stump and Vine Killer is very efficacious. While the root system lives, it will send up suckers.

First, make sure the tree is not over pruned. Excessive pruning often causes a tree to produce more suckers in response. Consistent removal by hand is the best method for control, although this may take some time. There are various commercial preparations on the market to inhibit sucker growth. Herbicides are not recommended unless you wish to remove the tree.

Tree suckers come from roots that are on active roots or old roots that get moisture. There are chemicals that prevent suckers from returning but they can return further down the root. The best ways are to either cut the suckers off on an active root or dig it up.
