I have some in my backyard, and my dog keeps getting into it.

Cut the vine down to about 6 inches above the ground. Spray what is left of the vine shoot with a weed killer. Once the vine dies and dries out, pull it out and discard of the remains.

The best thing to do is to spray it down with several coats of a good weed killer. It may need to be sprayed several time to kill it all.
