If your problem is the coldness of the toilet seat, then insulating the toilet from the cold air in a room will not warm the seat. A "soft" toilet seat made of vinyl-covered foam is warmer. Don't expect it to last as long as the hard kind, though.

There are kits that you can purchase at your local home improvement store to insulate a toilet tank if it is sweating. A lot of older toilets have this issue. Without purchasing a special heated toilet seat, there is no way to insulate a toilet so that it will make the seat warm.

Insulating a toilet does not make the seat warmer. The purpose of insulating a toilet is to prevent too much condensation on the toilet tank and around the toilet when it's humid. This is usually done by gluing foam boards on the inside of the tank or spraying a layer of foam to the tank.
