How do you improve upward communication?

For the person higher up, communication is improved by interacting frequently with lower level people, asking open-ended questions, and listening to their answers without correcting them, defending against criticism, or dealing out negative consequences to those who speak up. From below, communication may be improved if groups agree on key points and send them up in helpful written group memos.

I would take a course or attend a seminar that talks about this (maybe for other employees too). That is a start.
