You will need to cut new slates to replace the ones that have been damaged. Angle them out at the same degree as their neighbors to maintain the athestic appeal of the deck.

Being able to repair your deck depends on what your cantilever deck is made out of. Cantilever refers to the style of deck. Each city has it own set of law regarding building, repair or adding on to your attached deck. Talk to your local builder to follow code.
