If you don't get it right away then your out of luck. The best thing to do is to cut it out and hope you can't see the cut. I have done this many times and could kick myself.

depending on how long the paint has been dry there are a few options. First if its only been there a short while (minutes to hours)then dab with paint thinner. If Longer then you must cut the carpet and patch

Use a product that will act as a paint solvent, such as Goof Off. Be sure to test the solvent on a small (hidden) spot on your carpet first.

Unless it is a water based paint then it will be a lot of trouble to get it out. It will take a lot of scrubbing and scraping. Oil based paint will also require solvents that may damage your rung so be careful.

Dip a cotton ball in a small amount of petrol or disel and wipe the paint surface on the rug, nail polish remover works well too, place a small piece of lime(noorange) on the paint surface till the rug has absorbed some small amount of the juice then remove the lime and wipe off the surface with a wet towel.
