Water bugs are a good indication that you've got algae in the pool. Treat with algaecide and it should keep the bugs away.

Water bugs are easily gotten rid of by filling a spray bottle with ammonia and water then spray a barrier around the outskirts of the pool area. Spray at night time and by morning the scent will be gone.
