Relicanth in pokemon is a fish-type pokemon. This means that he lives in the water and will only be encountered when fishing or surfing through the water with another water type pokemon. In Heart gold and Soul Silver versions he is found on route 12. Route 226 in Diamond, Pearl, and platinum versions.

In Pokemon Ruby, Sapphire, and Emerald, you dive in a deep sea area in Route 124 or 126. It will appear in the weedy areas. Relicanth is required along with Wailord in order to get the Regis. In Diamond, Pearl and Platinum, you need to fish on Route 226 using the Super Rod.

You can find a Relicanth Pokemon outside of the island of Sotopolis City. Surf above or underwater to find him.

I don't know about any of the newer games, but in Ruby and Sapphire you have to have the ability Dive and look in the reefs to find one.
