In order to obtain Bulbasaur, you must first get Pikachu to like you. This can be achieved by semi-frequently offering your Pikachu items. When Pikachu likes you enough, you need to go into the house next to the gym in Cerulean City, and the woman will give you Bulbasaur.

Go to Cerulean city and go into the house near the Pokecenter. There is a girl with it. She will give it to you if Pikachu is at maximum happiness.

You need to find the girl in here house in one of the cities that is taking care of one. If you visit her and your Pikachu is super happy at the time, she will give Bulbasaur to you when she deems you fit to care for it yourself.

To get a bulbasaur on pokemon yellow you must trade it from another game cartridge. The best choices for these would be Pokemon Red, Blue, Fire Red, and Leaf Green. Find a friend or use your own

When you get to Cerulean City, there is a house near the gym where a girl is taking care of a Bulbasaur. Once she sees your pokemon are happy enough, she will give it to you. You might have to beat Misty before you can get it, but it's been awhile since I played. I'm sure of everything else, though.
