If you can show abuse and neglect of the child, such as he's got physical bruises, he's malnourished, he's living in horrid conditions at home, then the Judge will appoint a social worker to the home to evaluate the situation. If the social worker sees and agrees that the child is in immediate danger, then guardianship will be granted.

You need to hire an attorney to file this for you. It will be less expensive if the child's parent is willing to agree to it.
