How do you determine an IT project scope?

The best way to determine that is to do an estimation (use something like MS Project), build a concept map and then estimate how much time each stage will take in the concept map.

A scope is a high-level overview, where you talk about what your project will deliver (deliverables) and who it will affect (boundaries). You need to know what you will accomplish with your project before defining the scope statement. Generally this is for non-IT people to read so you don't want to be too detailed in the intricacies of your project.
