preheat oven to 450, season roast and place in heavy steel pan fat side up, after 15 mins in oven turn to 325 and cook for 45 mins.

Leaving the bone in or out does not affect the taste of the prime rib. It all depends on how you are going to cook it. Most people will recommend removing the bone, but be careful to leave the fat attached to the meat.
