To convert milliliters to liters, move the decimal three places to the left. Thai is, if your recipe calls for 130 ml and you want to increase it by a factor of 10, you would have 1300 ml. Moving the decimal three places to the left would result in 1.3 liters.

There are 1000 milliliters in a single liter. Another way of putting it is 1 ml = 1/1000 L. Thus, 500ml = 0.5 L, and so on.
