I always use paper towels or newspapers when cleaning any kind of window. With vinyl windows you can use windex (they have a special solution that is nonstreaking) or white vinegar mixed with water. Never clean them on a hot day. This will cause a milky looking smear. The best time is in the cool of the evening or morning.

Vinyl windows are definitely difficult to clean using traditional cleaning methods, but I have found alcohol wipes to be quite helpful when removing the scum that invariably gets built up.

There is an old fashion receipe my grandma alawys used. She would take a cup of vinegar and put it into a bucket of warm water. She would then clean the window with a cloth dipped in the bucket. She dried the windows with old news papers. It sem to work for her.

The best method I have found to clean vinyl windows is good old fashioned windex and a paper towel. Put the windex directly on the paper towel and gently wipe the towel on the window. Don't use too much windex -- a damp towel is perfect. Use an up and down or side to side motion, not circles.

Vinyl windows are popular because they are easy to maintain and last longer. To clean you must unlock it and use a sponge with Murphy's Oil soap to remove the scratches. Another good way will be to make a mixture of 30 percent vinegar and 70 percent water solution and clean the window.
