According to energy experts there is no real difference between vinyl windows and vinyl clad windows. However, there is a difference in price. Vinyl windows are cheaper.
Someone has their terminiology mixed up. Vinyl is not trasparent or translucent so cannot be a window, you are thinking of vinyl edging to glass or plastic windows.
Vinyl clad are safe as they do not contain as much iron in the window which means it is pretty much safe for children. The vinyl windows are safe but there is report of a higher iron rate.
