Tape or a lint brush rubbed lightly across the surface are both options that will remove hair without damaging the filter.

Remove filter from furnace. Shake the filter to remove as much loose horse hair as possible. Once the dust settles, use a slightly damp rag to gently wipe down the filter. Be careful not to damage the filter material. Rinse rag frequently and continue until filter looks clean. Dry filter before reinstalling.

Cleaning furnace filters is a difficult task. Some filters like the hypoallergenic filters really can't be cleaned, you could try compressed air but it would be easier just to replace the filters. Older plastic fiber filters can be rinsed with water and then dried.

the best way would probably be to pull the hair out the same direction that it went in. also remove in large pieces.
