Dig out the hill as you go along at an angle to follow the natural curve of the hill to make the steps even.

You can either dig out into the hill, and therefore build normal steps into the ground, or you can place the steps on top of the ground.

You're going to need a sturdy foundation and some concrete mix, making a frame out of wood you level out the ground with the mix, From there you take a level and size it up.

Build one step at a time starting from the bottom. Digg 4"x4"x1' poles into the ground, minimum 2 per step. Be sure to level each step.
