You need three tires, a small engine and a frame. The engine usually goes under the frame like with a motorcycle.

Search online for a mini bike frame. Once you have the frame you will need to buy an upright motor (not like the ones on most lawn mowers) Attach the motor to the frame. Once this is attached you need to get wheels and hook up the chain. Then hook up the throttle cables and weld on a foot break.
