Criminal profiling is a specialty in the field of psychology. Information is drawn from studies of behavior as well as case studies of criminals. Pathological behavior has a fairly well defined pattern, which makes it predictable.

Serial killers are generally profiled by trained FBI agents. Since profiling looks at a person's mental health as well as their background, profilers are typically people who are already doing this in their field. Many lawyers, psychologists, or cops will become profilers and then develop profiles based on knowledge in their field as well as past cases.
