The Government developed an agency during WWI to determine "estimated average requirements" and "recommended daily allowances" of vitamins and minerals for the general population. These allowances and requirements are meant to satisfy the needs of the majority. More specific requirements for individuals are based on age and gender.

Doctors decide someone's required daily vitamin intake based on someone's age and weight. Someone that weighs more will need more of a vitamin for it to have the same effect.
