It depends on how the organization is set up and what decision-making processes are in place. Generally, the company's Table of Organization (TO)will give you a good idea of the managerial structure and how authority is divided. Some companies make decisions by committee, by vote or leave it to the manager of the area.

The structure of an organization dictates how a decision is made as well as the severity and impact of the decision. Some organizations make the decision via a committee while others make a decision based on participant feedback. Some organizations may even use both dependent on what the decision effects.
