What can you tell me about regulations concerning product pricing and offering the consumer a process in the decision making process?

I need to know how to negotiate pricing for high end goods.

Retail establishments have a right to set their prices as they see demed, you can try and get a lower price based on competitors ads, or your knowledge that the product is worth less but the business has no obligation to sell it for less than the listed price. For high end merchandise it helps to speak with management.

Outside of lobbying lawmakers and monopolistic corporations; consumers can only allow for room to making deals. Shop around and keep notes; get estimates in writing to compare with other dealers.

Generally, companies can charge whatever they like for their products. They are also under no obligation to include the consumer in any decisions that they make.
