A business plan includes justification for the business, explains the need, establishes the source of customers and details the budget, including inventory, staff, taxes, insurance, equipment, licenses and permits, supplies, signage, etc. Then determine how many customers must purchase how much to create at least a break-even.

You have to start with your three basic steps. Your goal, you resources and your time. Once these three things are determined you can come up with a good business plan.
