Wrenches for Harleys are specifically for individual harley filters to fit the flats perfectly. They are designed to be used with a universal ratchet. If you're using an aftermarket filter, a strap wrench would do.

put a socket wrench on it, it goes over end of filter and using the wrench turn it counter-clockwise. The fingers tighten down on the end of the filter and the more torque on the wrench the tighter it grabs the filter to spin it off.
