How do I start a lien on a vehicle?

Get a notarized, signed agreement and file it with the title bureau in your county. This way, the vehicle should not be transferable until the lien is removed, unless you don't have a right to put a lien on the vehicle. If you need help, contact the title bureau for advice.

If you and the person who possesses the vehicle have a written payment arrangement, you can go to court and petition them to put a lien on the vehicle by showing a promissory note or a cancelled check.

Every state is different. I live in Minnesota so I can only tell you for this state. For Minnesota you have to submit the original title to the vehicle along with a completed form that is called "Notification of Assignment, Release or Grant of Secured Interest". These two items must be submitted to the DMV with a fee of $10.50.
