Unfortunately there is no good way to speed up downloading mp3's with dialup. You can try to download lower quality files that will be smaller, and therefore download quicker. Dial up accelerators work by compressing images and losing quality, but they are ineffective at downloading files that cannot be compressed.

Some ISP's provide free or inexpensive dialup accelerators that may help. You may also try one of the several free download managers available on the internet. These break up the download into multiple streams to increase the speed slightly. Dialup is very limited so I wouldn't expect much.

Look for download accellerator programs and set to download overnight when less people are on the internet. Alternatively, look for mobile phone internet sticks - these often give you better speed at about the same cost, and cover remote / rural areas. It's never an easy choice, but it works!

To speed up downloading you could use a software such as download accelerator which would download multiple parts of the file simultaneously from different sources (if available)and then combines them once the download is completed. However, the download speed is always going to be limited by the maximum baud rate on your connection.

depends on how you download your mp3s. if you download from p2p or torrents, you can't make it go any faster. but if you download from internet, use a download manager, such as IDM or speedGet.
