You need to rent a dedicated web server. If you have that, you can assign your customer's domain names, IP-Adresses and SLL-Certificates using their CPanel Software. Webhosting is not an easy task, you need to have some experience in how to configure an apache server.

The most simple answer would be to find a larger company (such as network solutions), and purchase a reseller account. You would then sell the space for a slightly higher price. However, with the time, money, and technical know-how, you could purchase several servers and a high speed (T-3) connection, and run your own. I'd suggest the first.

From the technical side you will need fast internet access and reliable and redundant server setup. As employees you will need administrators and technical staff. Beyond this it is the normal legal and management setup of other companies.

setting up your own webhosting company is very difficult. you will need servers that are always on, and will need to call your ISP and get a lot of bandwidth
