How do I replace an old electric baseboard heating system?

You are just going to need to pull it off of the wall and install a new system. There are only some brackets and screws holding it into the wall.

first of you have it check it carefully for detect the problem. try to open the under case of the heating system and check the coils properly for its conductivity. after this check the wire connectivity to heat capaciters.
