First make sure the songs are on your computer. Then connect your PSP to your computer with a Micro-USB cord. On the XMB, put you PSP in USB mode and drag the songs to the PSP from the "my computer" section. (PC only) Disconnect and play them from the XMB.

To download songs onto a PSP, you need to use a third party program like limewire or utorrent. Find the select songs you are looking for, and download them. Your PSP have a usb connecting cable which can go from your PSP into your computer. Connect it. Transfer songs.

You can download the program "Media Go" by Sony for your PC. Media Go lets you manage files on your PSP, everything from games to music. If you have any songs on your computer, you can transfer them over to your PSP. There should be a Music tab in the PSP menu, and you should see your music there.

Yes it is possible to do this. Make sure you have enough free space on your PSP or install a memory card. The simply move the song onto the card. Save it in the music folder. You can either do this via a usb cord or remove the card and insert it into your computer's memory card reader.
