Well to begin, i would use a 2" brush and get paint the sides of the pickets, starting at the top, working your way down to prevent runs in the paint. Next, using a roller and starting at the top again, work your way across the fence and down. When done, take a brush and touch up any runs.

Wood fences that have been previously painted should be scraped if needed and clean. If in decent condition, a good acrylic latex paint is recommended. Use a good brush and brush paint on fence, painting always in one direction. Clean up area and your brushes.

the easiest way would be with a paint sprayer. It would be much faster and provide better coverage. For the paint to last longer it would be advisable to seal it and use outdoor paint.
