The first and most important step is proper preparation. First clean the shutter to remove any debris or oils from exposure to air and shipping if new. Next would be to use a primer that would adhere to the plastic. Finally you may paint it with a finish color.

Remove, clean, rinse and let the shutters dry. Use a primer that adheres to plastic first then use the outside coat of paint over the primer.

Make sure the shutters are clean and dry. Use a low grit sandpaper to rough the surface of the shutters a little. Then apply a bonding primer to the shutters. Once you have applied the bonding primer correctly they are ready to painted. I would use a high gloss finish paint on the shutters.
