It is a very long process that can take many years. You'll have to develop a pitch to show to networks in hopes they'll order a pilot episode for testing.

You should write to the Disney company, or call someone that you know who works in animation. An idea is the first step but you will need someone to buy it from you or hire you to work in their studio. I am sure that Disney is always looking for creative people to add to their team.

You would need to start by writing a screen play and drawing several character sketches. Once you've done than, you will need to submit the screenplay and sketches to the Disney Studios. If they're interested, they will contact you and then you can begin negotiations. Chances are that they will purchase the script and modify it as they see fit.
