I have never done it but my wife has. She uses a toothbrush and store bought hair dye. Be really careful to not dye your skin though. Other than that, it's just like your normal hair.

Because the eye area is very sensitive, and it can be dangerous if you get the product in your eye, i woould highly recommend going to a salon where they do this type of service. You are best off getting it done by a professional.

Apply vaseline over neighboring skin. Make a thick, smooth dye preparation -- or just use hair dye. Apply it on your eyebrows and get it on all sides of the hairs. Remove the dye after sometime with a cotton pad.

The easiest way would just be using hair dye. Go 2 shades darker or 2 shades ligher. Mix the dye, put in on your finger and rub it across your eyebrows making sure all the hair is covered. Leave it on for just about 5 minutes.
