Well getting a spanish pen pal is rather difficult. Why don't you get a spanish instructor or tutor of any sort and then pay them to write letters to you. Maybe that will help. If you have a spanish friend teach them english or something. That will also help you.

you can search the web for spanish pen pals that know spanish and english, that would probably be your best result. maybe even a personal add for spanish penpals that also know english. you should find what you are looking for that way. there should be alot to choose from.
