It depends what capabilities your cell phone has. If it has integrated bluetooth adapter, then you should download software (for example for Nokia phones there's Nokia suite developed) and it'll be easy to complete task. Alternate ways is to transfer IR (infrared) adapter , if cell phone has one inegrated (also possible to transfer using special cable).

If you have a data cord you can use the factory software and it to get the picture off the phone. Or you can email it to yourself and download it. If you have removable memory you can get it off that.

In recent times the cell phones are with camera. If we use the cell phone for taking photos then mostly the picture has to be removed from the phone due to less space in the memory card.
