You can use a razor blade for this to achieve the layering that you would like. Cut from the bottom to the stop starting at the back with the blade and you will achieve the desired look.
What seems to be popular right now is to have short layers up long with long bits underneath. Talk with your hairdresser and tell him/her what you want.
If you have a more oval or heart shaped face i would go with a Pixie cut. It softens the more angular parts of the checks and jaw, giving a nice highlight to the eyes.
