you mean electrical short on the body? There are two type of supply one is negative and second is positive (electrical power or short) find where is the positive in the meter take one wire and connect there and fix on the meter body.

All type of meter having some input terminals and output terminals. If the input and output of the meter is same than we can short the input and output terminals otherwise not possible.

You can fix electrical short on a meter assuring that your earth is in condition. The earth pipe should be 6 feet and thick pipe.
