You need to find out the regulating authority. This is normally the Bar Association for your state, but you can also file with the State's Attorney General's Office, your Governor, or consult with your Representatives, or State Senator. You can also raise a ruckus by consulting a journalist from your biggest newpaper.

Complaints against judges usually are to the state's Judicial Qualifications Committee. If you believe that you have been wronged by the court you may file there. Judges are also lawyers so a complaint to the state bar can also be filed.
