Take it to a qualified exotics vet who has trained with rodents. That is the only way to get a real diagnosis.

You should take the hamster to a vet or to someone who knows a lot about hamsters to diagnose a sickness. If you don't know what you're looking for it's best to talk to someone who's experienced.
