How do I ask questions while someone is driving?

I don't want him to turn and look at me--He takes his eyes off the road.

Well, the best times to ask questions are when you're at a stop sign or at a red light. Then, you'd have a little opportunity for conversation. If it's really urgent, and he's still looking away to you, just pull over. It's also important to remember as long as he doesn't stare at you while driving, you'll be fine.

If you don't look at the driver when directing a question, they will then not feel the need to look back at you and take their eyes off the road.
